Tôi tên là: Phạm Hồng Sơn hiện đang ở tại số 03 ngõ 69 Thuỵ Khuê – Hà nội.
Tôi tường trình khẩn cấp một sự việc như sau:
1. Từ ngày 12/11/06: trước ngõ nhà tôi lúc nào cũng có một lực lượng túc trực canh gác bao gồm công an phường, quận và nhân viên an ninh mặc thường phục ( rất đông ), cản trở kiểm soát mọi người ra vào nhất là người nước ngoài. Và từ sáng 17/11/2006 lực lượng trên đây đã không cho tôi đi ra khỏi nhà mà không có một công lệnh nào.
2. Ngày 17/11/2006 vào lúc 15:20, bạn tôi là bác sĩ Trần Quốc Trung có vào thăm nhà tôi, sau khi ra đã bị lực lượng mặc thường phục tự xưng là người của A42 và công an khu vực Đỗ Quốc Hưng, chặn lại xét hỏi giấy tờ vô cớ, chúng tôi có đề nghị cho xem lệnh xét hỏi, nhưng các nhân viên đó không có. Trong cuộc tranh luận đó, tôi đã tuyên bố là việc canh gác , kiểm soát nhà tôi cũng như những người đấu tranh ôn hoà cho thể chế đa nguyên, đa đảng hiện nay ở Việt nam chứng tỏ chính quyền Việt nam đang sợ dư luận quốc tế biết sự thật và tôi là người công khai ủng hộ thể chế đa đảng, đa nguyên, sẵn sàng cung cấp sự thật cho mọi người quan tâm. Họ đã huy động lực lượng hành hung bác sĩ Trung đưa lên xe ô-tô đưa đi, sau đó một trung tá tên là Trần Minh Cường thuộc A42 hét lên đòi bắt tôi và sai tay chân hành hung tôi, không hề có công lệnh và cưỡng bức hành hung tôi suốt trên đường đi tới trụ sở công an phường Thuỵ khuê. Tại trụ sở công an phường Thuỵ khuê, trung tá Trần Minh Cường đã hành hung tôi và giật 02 điện thoại di động, 01 máy ghi âm của tôi và đập phá ngay trước mặt tôi và khoảng 20 cảnh sát mặc sắc phục. Sau đó công an phường Thuỵ khuê đã đòi lập biên bản vi phạm hành chính và biên bản tạm giữ tôi, nhưng tôi đã phản đối với lý do: chính tôi là nạn nhân của sự bất chấp pháp luật của các nhân viên an ninh, do đó tôi đã chỉ viết một đơn kiến nghị tố cáo các hành vi ngang ngược vi phạm pháp luật của các nhân viên an ninh và sự đồng loã của một số nhân viên công an khác gưỉ cho công an phường Thuỵ khuê. Công an phường Thuỵ khuê đã tự lập biên bản tạm giữ tôi từ 16:00 ngày 17/11/2006 tới 04:00 ngày 18/11/2006 ( không có chữ ký của tôi). Đến 22:50 công an phường Thuỵ khuê đã để tôi về nhà với không một lời giải thích hoặc biên bản nào đưa cho tôi.
3. Từ khoảng 11:00 Ngày 18/11/2006 tới sáng ngày 20/11/2006 nhà tôi đã bị khoá cửa phía ngoài, cả gia đình gồm tôi, vợ tôi và 02 con nhỏ ( 09 tuổi và 07 tuổi) không thể ra ngoài được.
4. Ngày 20/11/2006: bạn tôi là bác sĩ Trần Quốc Trung có qua thăm tôi lúc 22:10, sau khi ra đã bị một lực lượng khoảng 05 người mặc thường phục, tự xưng là người của cơ quan an ninh, họ đã cưỡng bức anh Trung tới công an phường Thuỵ khuê và tạm giữ từ 23:00 tới 11:00 ngày 21/11/2006 với lý do là để thẩm vấn mối quan hệ giữa anh Trung và tôi. Vào lúc khoảng 10:30 anh Trung đã được thả và qua nguồn tin tôi được biết tại công an phường Thuỵ khuê anh Trung đã bị lực lượng an ninh A42, cụ thể là trung tá Trần Minh Cường doạ nạt, ép phải viết một bản cam đoan là phải gặp công an bất cứ khi nào bị yêu cầu và từ giờ trở đi không được gặp tôi ( bác sĩ Phạm Hồng Sơn ) nữa. Hơn nữa, trung tá Trần Minh Cường có nói với anh Trung là về nói lại với tôi ( Phạm Hồng Sơn): “ Tao sẽ cho thằng Sơn không ở được đó nữa, tao sẽ thuê đầu gấu, dân nghiện đến đập phá, đổ đồ bẩn vào nhà thằng Sơn “
04 sự kiện trên đây cho thấy trong lực lượng công an Việt nam nhất là lực lượng an ninh Việt nam hiện nay đã có nhiều cá nhân dấn sâu vào tình trạng bất chấp pháp luật, coi thường tính mạng của người dân và đang thách thức lương tri của con người, sẵn sàng dùng mọi thủ đoạn kể cả hèn hạ, bẩn thỉu nhất để trả thù, ám hại những người không cùng quan điểm với đảng cộng sản. Như vậy hiện nay tôi và gia đình tôi đang phải sống trong một vòng vây đe doạ, tai hoạ có thể đổ ập bất cứ lúc nào xuống tôi và gia đình tôi.
Là một con người đang sống trên đất nước Việt nam và đang phải đối mặt với những khó khăn, đe doạ như trên, tôi khẩn thiết kêu gọi những nhà lãnh đạo trên đây và toàn thể mọi người có lương tri đang làm việc tại các cơ quan công quyền của Việt nam, toàn thể cá nhân và các tổ chức nhân quyền trên toàn thế giới hãy lên tiếng để chặn đứng và xử lý các hành vi bất chấp pháp luật, bất chấp lương tri con người như đã nêu ở trên. Bản thân tôi đã xác định mọi khó khăn bất trắc và sẵn sàng chấp nhận để làm chứng nhân cho một giai đoạn lịch sử đau buồn của Việt nam. Tuy nhiên, 02 con nhỏ của tôi còn thơ ngây, và vợ tôi ( Vũ Thuý Hà ) đang và sẽ là mục tiêu để cho những kẻ mất hết lương tri gây áp lực lên tôi. Là một người chồng và người cha, tôi không thể không lo lắng cho các con và vợ tôi, song, trong hoàn cảnh này những lo lắng đó sẽ chỉ có hiệu quả nếu có sự lên tiếng, trợ giúp mạnh mẽ ,thiết thực của những người có lương tri.

My name is Pham Hong Son, currently resides at 3/69 Thuy Khue, Ha Noi
I pressingly want to report the following matters:
1- From the 12 November 2006, in front of my house the presence of various units police forces has always been there, of whom consists of scores of the ward's police, the police of the prefecture and plain-clothed security police in attempts to ... and especially to prevent visits from foreigner. From the morning of 17 November 2006, the above security and police forces would not allow me to leave my house without any reason.
2- On the 17 November 2006, around 15:20 hr, my friend – Dr. Tran Quoc Trung, came to my house for a visit. After he left the house, men in plain-clothed security force, identified themselves as people from the A42 and a local cop named Do Quoc Hung, immediately stop him checking for personal identification without any apparent reason. We had suggested to see any court warrants, the security forces were however unable to produce any. During that argument, I had voiced that by guarding around and unlawfully searching my house and arbitrarily asking people for personal identifications who are working toward the political pluralism institution and multi-party system in Viet Nam in a peaceful, non-violent means, have shown that the Vietnamese government is afraid of the international community knows the truth and I am one of many supporters openly advocate for such a political pluralism institution and multi-party system is ready to provide the truth to all the concerned individuals.
The secret and security police forces had harassed and assaulted Dr. Trung and push him into the police van and left. Thereafter, a Lt. Colonel named Tran Minh Cuong – belonged to the A42, yelled at me and commanded his subordinates to assault me, absolutely without any court warrants and continued to verbally abuse me with obscenity along the way back to Thuy Khue's ward police precinct. At the precinct , Lt. Colonel Tran Minh Cuong had assaulted me and grabbed my two cellular phones, a tape recorder and trashed them right in front of my eyes and about twenty uniformed police. The Thuy Khue's ward police thereon filed a report in attempts to detain me, but I had protested with the very reason: I, myself is the victim of the unlawful and abusive power of these security police officers. Thereby I have sent a written complaint, condemned the unprofessional, unlawful conducts of these security police officers and the complicity of other secret police officers, to the enforcement authorities of Thuy Khue. Police officers of Thuy Khue then filed a formal detainment report to temporarily detain me from 16:00hr-17 November 2006 till 04:00hr – 18 November 2006 (without my signature). Until 22:50hr, they let me go home without any explanation or formal report for my detainment.
3- From about 11:00hr on 18 November 2006 until to the morning of 20 November 2006, my house was padlocked, thus the whole family, consists of myself, my wife and our two boys – aged seven and nine, were unable to leave the house.
4- On the 20 November 2006, my friend – Dr. Tran Quoc Trung, paid me a visit around 22:10hr. After he left my house, about five guys in plain-clothes, identified themselves as peoples from the security police bureau, had forcefully took Mr. Trung to Thuy Khue's police precinct and temporary detain him from 23:00hr till 11:00hr of 21 November 2006 with reason to interrogate the relations between Mr. Trung and I. In around 10:30hr, Trung was let go and according to close source, I understand that at police station Mr. Trung was verbally threatened by the A42 security police forces, especially Lt. Colonel Tran Minh Cuong coerced Trung that he must write an agreement report to agree with security police on meeting them at any time when requested and from now on must not make any forms of contact with me – Pham Hong Son. Moreover, Lt. Colonel Tran Minh Cuong had said to Trung to relate this message to me – Pham Hong Son: that I shall make sure that bastard Son can no longer live there; I shall command scores of thugs, drug addicts come to destroy and throw shitty items to the bastard Son's house.
With the four mentioned above scenarios have demonstrated that the Vietnam's enforcement police forces, particularly within the security police force, many individuals presently had felt deep into practicing abusive conducts, regardless the rules of enforcement law, disregard to the welfare of citizens, and want to challenge citizens' conscious, ready to use whatever means including the dirtiest and cowardly ones to retaliate, eradicate any dissident who goes against the communist state's policy. Therefore I and my entire family are currently living in a restrictive, threatening area where any unforeseeable fiasco could happen to me and my family.
As a human being living on the soil of Viet Nam and currently ought to face many obstacles, threats as indicated above, I pressingly call upon leaders mentioned above and all individuals with conscious working in various law enforcement agencies in Viet Nam, all concerned individuals and many international human rights groups should voice your opinion in attempts to stop and resolve these unlawful conducts, disregard to conscious of human being as mentioned above. I, myself have stated that I shall accept any unforeseeable misfortune to me, and ready to be a witness for this historical, unfortunate time in Viet Nam. Nonetheless, my two young boys and my beloved wife – Ms. Vu Thuy Ha are and will be the main goal for any unconscionable individuals that try to put pressure on me. As a husband and a father, I would have not to not concern the welfare being of my children and my wife. In the currently situation, however these concerns would have be effective if and only if the strong supports, realistic assistances come from peoples with conscious.

As a human being living on the soil of Viet Nam and currently ought to face many obstacles, threats as indicated above, I pressingly call upon leaders mentioned above and all individuals with conscious working in various law enforcement agencies in Viet Nam, all concerned individuals and many international human rights groups should voice your opinion in attempts to stop and resolve these unlawful conducts, disregard to conscious of human being as mentioned above. I, myself have stated that I shall accept any unforeseeable misfortune to me, and ready to be a witness for this historical, unfortunate time in Viet Nam. Nonetheless, my two young boys and my beloved wife – Ms. Vu Thuy Ha are and will be the main goal for any unconscionable individuals that try to put pressure on me. As a husband and a father, I would have not to not concern the welfare being of my children and my wife. In the currently situation, however these concerns would have be effective if and only if the strong supports, realistic assistances come from peoples with conscious.
