Thưa các Quý Vị,
Tôi tên là Đặng Xương Hùng, từng là lãnh sự Việt Nam tại Genève (2008-2012). Tháng 10/2013 tôi từ bỏ đảng cộng sản Việt Nam và chức vụ phó tại Bộ Ngoại giao để xin tị nạn chính trị tại Thụy Sĩ trong mục đích tham gia cuộc đấu tranh đòi dân chủ và nhân quyền cho Việt Nam.
Đất nước và dân tộc Việt Nam chúng tôi có tiềm năng lớn, nhưng đã là nạn nhân của một chế độ bệnh hoạn nặng. Căn bệnh đó có tên là Đảng Cộng Sản Việt Nam.
Những bằng chứng vi phạm nhân quyền ở Việt Nam những năm gần đây ngày càng nhiều. Tôi xin nhường việc nêu dẫn chứng cho các đoàn và tổ chức nhân quyền đến từ Việt Nam và khắp nơi trên thế giới, tôi chỉ xin khẳng định rằng các quyền cơ bản của con người như tự do ngôn luận, tự do báo chí, tự do hội họp đều không được tôn trọng ở Việt Nam; những cuộc bầu cử chỉ là bịp bợm trắng trợn. Điều đặc biệt đáng lo ngại là những người Việt Nam dám đứng lên phê phán những sai phạm và yếu kém của chế độ hoặc bày tỏ quan điểm chính trị một cách ôn hòa đều bị đe dọa, sách nhiễu hoặc bỏ tù với những lý do cực kỳ vô lý. Thêm vào đó càng ngày chính quyền càng cho phép công an đánh đập hoặc sử dụng bọn xã hội đen để hành hung những người khác chính kiến; nhiều người người dân chủ đã bị hành hung, đã có những trường hợp đánh chết người ngay tại đồn công an.
Liên Hợp Quốc đã xây dựng cơ chế trọng tài để theo dõi việc thực hiện nhân quyền ở tất cả các nước. Nhưng thực tế tại Việt Nam, Đảng Cộng Sản Việt Nam đang làm theo cách mà chúng tôi thường gọi là « vừa đá bóng vừa thổi còi ». Mọi quyền tự do cơ bản của người dân chỉ nằm trên giấy. Họ xây dựng đầy đủ các luật, nêu đầy đủ các quyền như trong Tuyên Ngôn Nhân Quyền, nhưng đó chỉ là những quyền « bánh vẽ », không hề được tôn trọng.
Hiến pháp Việt Nam vừa được sửa đổi có hiệu lực từ 1/1/2014, là bằng chứng rõ ràng về việc Đảng Cộng Sản Việt Nam không tôn trong nhân quyền: việc tham khảo ý kiến của nhân dân chỉ là chiếu lệ để mau chóng áp đặt độc quyền lãnh đạo của đảng và quy định quân đội có nhiệm vụ hàng đầu là bảo vệ Đảng Cộng Sản Việt Nam.
Họ phớt lờ trước những quan ngại của cộng đồng quốc tế về tình trạng vi phạm nhân quyền tại Việt Nam. Họ gây trở ngại cho những báo cáo viên về nhân quyền của Liên Hợp Quốc vào Việt Nam theo dõi việc thực hiện các cam kết của họ. Ngoài ra, họ thường lấy việc nới lỏng nhân quyền để mặc cả trong quan hệ với các nước dân chủ, trong khi lẽ ra đương nhiên họ phải tôn trọng theo đúng với cam kết của mình.
Tôi viết thư này kêu gọi cộng đồng quốc tế quan tâm nhiều hơn nữa tới Việt Nam, tiếp tay đưa đất nước chúng tôi gần lại với cộng đồng văn minh nhân loại. Một nước Việt Nam không cộng sản, thực thi dân chủ và tôn trọng nhân quyền là lợi ích chung của cả cộng đồng quốc tế.
Tôi xin cảm ơn đất nước Thụy Sĩ, cảm ơn tất cả các nước bạn bè của Việt Nam, cảm ơn Ủy Ban Thụy Sĩ - Việt Nam đã cho tôi điều kiện để nói lên khát vọng của toàn thể nhân dân Việt Nam, đó là được có tự do và dân chủ để xây dựng một nước Việt Nam văn minh và giầu mạnh hòa nhập với cộng đồng quốc tế.

Dear Sirs,
I am Đặng Xương Hùng, former Consul in Geneva (2008-2012). I have denounced in October 2013 my membership of the Vietnamese Communist Party (VCP) and resigned from my position as deputy director at Vietnamese Ministry of Foreign Affairs. I am seeking political asylum in Switzerland and taking part in the movement for democracy and human rights for Vietnam.
My country and my people have great potentials, yet become hostages of an insane political regime led by the VCP for so long.
Evidences of violation on human rights in Vietnam have been increasing lately. I would rather spare the presentation of those evidences to the delegates from human rights organizations from Vietnam and all over the world. I merely proclaim that such fundamental human rights as freedom of speech, freedom of press and freedom of association have not been respected in Vietnam; the so called elections have been barely defrauded. The most concern is that the present regime has been openly oppressing, harassing and imprisoning all those who dare to stand up to criticize the errors and shortcomings of the regime and those who would like to express peacefully their political views. In addition, the police has been allowed to beat up dissidents either by itself or by sponsored criminals, many of them have been badly battered, some were even beaten to death at police stations.
The United Nations has established the mediation mechanism for human rights watch in the member countries. In our country, the VCP adopts such an approach that people denounce as «playing football whilst blowing the whistle». All the fundamental and civil rights are merely on paper. The government creates all the laws and bylaws that quote all the rights as laid down in the Universal Declaration of Human Rights, yet just on the paper not in deed.
The new Constitution of Vietnam has been recently amended and effective since 01 January 2014 is a blatant evidence of the VCP’s violation of human rights: the purported consultation of the public’s opinions is a trick that allows the VCP to impose its monopoly of power and to set the army duty to protect the VCP first in place of the nation.
So far the VCP has ignored the international concern about the violation of human rights in Vietnam. It causes obstruction to the UN’s human rights observers who arrived in our country to observe the situation of human rights implementation. In addition, the VCP uses human rights issues as a bargaining tool in negotiations with democratic countries instead of keeping its commitment to human rights implementation.
I am writing this open letter in view to call on to the international community to pay more attention to the situation in Vietnam, and help bring our country closer to the civilized world. A non-Communist Vietnam with full commitment to democracy and human rights would benefit the whole international community.
May I take this opportunity to say thank you to Switzerland, to all the friends from the outside world and to the Switzerland-Vietnam Council that allow me to openly convey the wish of the Vietnamese people, namely full freedom and democracy for a civilized and prosperous Vietnam on its way to integration to the outside world.

Mesdames et messieurs,
Permettez-moi de me présenter : je m’appelle Đặng Xương Hùng, ancien Consul de la République Socialiste du Viêt Nam à Genève entre 2008 et 2012. En Octobre 2013, j’ai décidé de rompre avec le Parti Communiste Vietnamien (PCV) et d’abandonner mon post de directeur adjoint au Ministère des Affaires Etrangères du Vietnam pour demander l’asile politique en Suisse afin de m’engager dans le combat pour la démocratie et les Droits de l’Homme au Vietnam.
Le Vietnam – la nation vietnamienne et son peuple – dispose d’un puissant potentiel de développement mais il est malmené par un régime malade et cette maladie a un nom: Le Parti Communiste Vietnamien.
Au cours de ces dernières années, les violations des Droits de l’Homme au Vietnam se multiplient. Je laisse aux organisations de défense des Droits de l’Homme – internationales et vietnamiennes – le soin d’en apporter les preuves. Je me borne simplement à affirmer avec force que les droits fondamentaux de l’homme, tels que celui d’expression, de publication et d’association sont systématiquement bafoués au Vietnam où les élections ne sont qu’une farce grossière. Particulièrement inquiétant est le traitement réservé à ceux qui osent critiquer les erreurs et faiblesses du régime ou qui osent exprimer, même de la façon la plus modérée, leur opinion politique : ils sont menacés, harcelés ou emprisonnés pour des raisons totalement arbitraires. De plus en plus la police semble avoir reçu le feu vert d’utiliser la violence physique, soit par elle-même soit par des voyous commandités par elle, contre les opposants. Beaucoup de démocrates ont été passés à tabac, certains sont battus à mort dans les locaux de la police.
Les Nations Unies ont établi des mécanismes d’arbitrage afin de surveiller le respect des Droits de l’Homme dans tous les Etats. Or, la réalité au Vietnam est que le PCV est à la fois joueur et arbitre, juge et partie. Toutes les libertés fondamentales du citoyen restent lettres mortes. Le régime élabore un arsenal législatif avec tous les droits proclamés dans la Déclaration Universelle des Droits de l’Homme. Mais tous ne sont que pures fictions parce que nullement appliqués.
La constitution de la République Socialiste du Viêt Nam – qui vient d’être révisée et prenant effet depuis le 1er janvier 2014 – est une preuve flagrante de la violation des Droits de l’Homme de la part du PCV : La procédure de consultation populaire avant son adoption n’a été qu’une mise en scène de pure forme pour imposer le monopole du PCV, en plus elle statue que le premier devoir des forces armées est de défendre le parti communiste.
Le régime ne fait aucun cas des préoccupations de la communauté internationale à propos des violations des Droits de l’Homme au Vietnam. Il crée toute sorte de tracasserie aux rapporteurs des Nations Unies venus observer le respect de ses engagements. De surcroit, il utilise les assouplissements en matière de Droits de l’Homme comme un moyen de marchandage dans les relations avec les pays démocratiques au lieu de considérer qu’il est de son devoir d’honorer ses propres engagements.
J’écris cette lettre afin de faire appel à la communauté internationale pour qu’elle prête plus d’attention à la situation du Vietnam et pour qu’elle nous aide à nous rapprocher des nations civilisées. Un Vietnam non communiste, démocratique et respectueux des Droits de l’Homme ne peut être qu’être bénéfique pour toute la communauté internationale.
Je remercie la Suisse, tous les pays amis du Vietnam et le Comité Suisse-Vietnam de m’avoir donné la possibilité d’exprimer l’aspiration profonde du peuple Vietnamien, celle d’avoir la liberté et la démocratie pour bâtir un Vietnam épanoui et prospère vraiment intégré dans la communauté des nations.
